Raul Ruiz talks renewable energy worker training bill

PALM SPRINGS – With an eye on the Coachella Valley's wind, solar and geothermal resources, Rep. Raul Ruiz on Wednesday announced a federal pilot program that financially supports the businesses, schools and nonprofits training workers for the green economy.
The legislation would create a grant program through the U.S. Department of Labor and invest $30 million over three years to businesses, schools and nonprofit agencies in the states with the most renewable energy production.
Ruiz, flanked by local high school students, outlined his legislation during a news conference at the College of the Desert's Desert Energy Enterprise Center in Palm Springs.
"We know we have an incredible need for job development here at home," said Ruiz, a Palm Desert Democrat. "It is a very business-friendly focus. .. This is harnessing our strengths and who we are as a community."
During the economic downturn, College of the Desert President Joel Kinnamon said there was an influx of students interested in switching careers and finding work in the still-growing renewable energy industries.
Kinnamon said the proposed pilot program would create additional opportunities.
"When you have these emerging sectors, the government has, in the past, provided incentives," he added.

HR 4648 was introduced on Friday and was referred to the House Committee on Education and the Workforce.
HR 4648 has 25 Democratic co-sponsors. But Ruiz expressed confidence he could find the Republican backing needed to pass the GOP-controlled House of Representatives.
"Our communities need these jobs," Ruiz said.
